A restricted license in California allows a person to drive under specific conditions while a suspension or another limitation remains in effect. People often call it a “hardship license,” but California does not offer one universal hardship license for every driver who needs transportation. Eligibility, permitted travel, waiting periods, documents, and fees depend on why the driving privilege was restricted.

Some drivers may qualify for limited travel to work and a required treatment program. Others may be eligible for an ignition interlock device restriction that permits broader driving in an equipped vehicle. Narrower options exist for certain critical-need, financial-responsibility, or medical situations. Because the rules are fact-specific, confirm the requirements attached to your record directly with the California Department of Motor Vehicles before driving.

What Is a Restricted License in California?

A restricted driver’s license is not a full reinstatement. It authorizes only the driving described on the license or in the DMV order. Depending on the legal basis, the restriction may limit where, when, why, or in which vehicle a person may drive.

California Vehicle Code section 14603 makes it unlawful to operate a vehicle in violation of a restricted license. Driving outside the restriction can create new legal problems and may affect the underlying suspension.

Is a California Hardship License the Same as a Restricted License?

“Hardship license” is a common search term, but it can be misleading in California. The state uses several different restricted-license procedures rather than a single application available whenever a suspension makes daily life difficult.

One narrow program is the DMV critical-need restriction. The current DS 694 application requires specific statutory conditions, proof that other transportation is inadequate, and DMV approval. It should not be treated as a general work permit for every suspended driver.

Who May Qualify for a California Restricted License?

Qualification depends first on the reason for the DMV action. A person should review the suspension or revocation notice and obtain the DMV’s current reinstatement requirements rather than assuming that another driver’s experience applies.

DUI-related work and treatment restriction

For some DUI-related suspensions, California law permits a restriction for travel to, from, and during employment and to and from a required DUI program. Eligibility can depend on the type of action, prior offenses, chemical-test issues, court orders, program enrollment, proof of financial responsibility, and payment of applicable fees.

Ignition interlock device restriction

An ignition interlock device, or IID, is installed in a vehicle and requires a breath sample before the vehicle can start. Some qualifying drivers may pursue an IID-restricted license instead of a narrower work-and-treatment restriction. The permitted driving and required restriction period depend on the applicable DMV and court actions.

An IID restriction is not permission to drive any vehicle. The driver must follow the terms of the restriction and use a properly equipped vehicle unless a lawful exception applies.

Critical-need restriction

California’s critical-need procedure is especially narrow. The DS 694 application identifies qualifying needs such as family illness, school, work, or a family enterprise, but listing a need does not guarantee approval. The applicant must satisfy the statutory criteria, show that other transportation is inadequate, complete the appropriate verification sections, and receive DMV approval.

Drivers should use the current DMV form and instructions because eligibility is tied to the legal basis for the suspension, including limited circumstances involving drivers who were under 21 at the relevant time.

Financial-responsibility restriction

California also has a noncommercial restricted-license application for certain financial-responsibility actions. The DMV’s DL 691 form addresses specified employment, dependent-school, and medical-treatment travel. It is not interchangeable with the DUI or critical-need processes.

Insurance status can also affect rights after a collision. The DMV may restrict a license after evaluating a medical condition, vision issue, or driving ability. How to Get a Restricted License in California

There is no single application sequence for every suspension. A careful process usually starts with the following steps.

  1. Identify the exact DMV action. Read the notice and determine whether the action involves DUI, a financial-responsibility requirement, a medical evaluation, negligent operation, or another basis.
  2. Request the current requirements for your record. Contact the DMV unit named in the notice or use the DMV’s official suspension resources. Ask what must be completed before a restriction can be issued.
  3. Determine whether a waiting period applies. Some pathways require a period with no driving. Others may allow an IID-based option sooner. Do not calculate eligibility from a general article alone.
  4. Complete any required program or installation step. This may include enrollment in a licensed DUI program or installation of an IID by an authorized provider.
  5. Arrange proof of financial responsibility when required. The DMV may require an insurer to file an SR-22 or another acceptable certificate directly with the department.
  6. Gather the correct forms and supporting proof. Employment, school, medical, program, insurance, or IID documents may be required depending on the restriction.
  7. Pay applicable DMV fees and obtain approval. Fees and procedures can change. Confirm the current amount and whether the request must be completed at a field office or submitted to a designated DMV unit.
  8. Read the issued restriction before driving. Keep the restricted license with you and follow its exact terms.

Can You Apply for a Restricted License Online?

Do not assume the entire process can be completed online. Some preliminary tasks may be available electronically, but a particular restriction may require a DMV office visit, mailed application, supporting certificates, or review by a specialized unit. The official form or DMV notice should control.

Where Can You Drive With a Restricted License?

The answer depends on the restriction issued. A work-and-treatment restriction may allow travel to, from, and during employment and to and from a required program. An IID restriction may allow broader travel, but only in compliance with the IID conditions. A medical restriction might limit hours, roads, distance, or equipment.

Necessary errands are not automatically authorized. Grocery shopping, social visits, school transportation, medical appointments, or family obligations are permitted only when the actual restriction covers that travel. If the wording is unclear, seek clarification from the DMV before driving.

What Documents May the DMV Require?

The required documents vary, but they may include:

  • The DMV suspension or revocation notice
  • Proof of identity and a current California address
  • Proof of enrollment in or completion of a required program
  • An SR-22 or other proof of financial responsibility
  • IID installation verification
  • Employment verification
  • School or medical certification
  • A completed DS 694, DL 691, or another form identified by the DMV

What Happens If You Violate a Restricted License?

Driving for an unauthorized purpose, at an unauthorized time, or in a vehicle that does not satisfy an IID or equipment condition may violate the restriction. Consequences can include a citation or criminal allegation, termination of restricted privileges, additional DMV action, and complications in an insurance or injury claim.

If a collision occurs while a driver is outside the restriction, the violation does not automatically answer every question about civil fault. A license restriction and a personal injury claim involve different questions. A restricted or suspended driver can still be injured by another person’s negligence. At the same time, license status, insurance coverage, permitted use of the vehicle, and the circumstances of the trip may become evidence in the claim.

After a collision, preserve the DMV paperwork, insurance records, police report, photographs, witness information, medical records, and communications with insurers. Avoid guessing about whether a restriction caused the crash or admitting fault before the facts are reviewed.
